Rebecca Skidmore Biggio is a professional writer, editor, and educator joining the Ten Steps to a Federal Job® Training Certification Program as Editor and Credentialing Manager. Rebecca brings more than 15 years of experience in classroom instruction, curriculum design, and community education as well as her developmental and copyediting skills to Kathryn’s project of re-envisioning her Ten Steps to a Federal Job® Trainer’s Guides.
Rebecca’s background is in higher education. She earned her Ph.D. in English from West Virginia University, and she has taught writing and literature courses at four major universities. She has also mentored women writers in Afghanistan, and she remains involved in education and mentorship through her current volunteer work with Scouts BSA. Rebecca has been a military spouse for more than 17 years.
