When I heard that PPP-S was probably going to be changed / eliminated, I was sad because PPP-S was a good and important federal hiring program for military spouses.
With the new “USAJOBS application process with EO 13473” I wanted to come up with a way to help the military spouses STAND OUT in a stack of resumes that are applying to “federal employee” announcements on USAJOBS.
The “federal employee” announcements have MANY APPLICANTS: current federal employees, VEOA veterans, Schedule A candidates, other hiring authorities + Military Spouses (with EO13473). That’s a lot of competition!

How can a spouse stand out with the “federal employee” announcements?
NEW IDEA!! Let’s add the PCS History into a job block on the resume at the TOP OF THE RESUME. This new addition to the resume will show their dedication, service, and knowledge gained by being a MILITARY SPOUSE!!
To develop the book, I took the Bobbi Robbins resume from the 1st edition and I added the PCS JOB BLOCK ABOVE. Now I can see all of the military installations Bobbi has traveled to with her family! And her jobs in the Work history MATCH the locations! Bobbi is the Ten Steps Certification Program Manager and STARS Instructor. The second was Nicole Black from Ft. Rucker. For Nicole’s case, we added her PCS history and her small business – Cookie Rookie – to emphasize supply and inventory skills! We met and wrote the stories of 4 additional spouses with the PCS history job block. This book has a total of 6 samples of dedicated military spouses with the PCS History on the top of their resumes! They are GREAT stories!
Managers and Human Resources specialists like the idea and the transparent format for the military spouse!
Mission oriented – They like knowing that the applicant is a military spouse – that they have traveled extensively; lived at numerous military bases; are very familiar with military service, DOD rules and regulations – all of which are important for the service personnel!
Work period of time – The managers know way ahead of time that the spouse will be staying for 2 or 3 years!!
Great careers on military bases! The spouses will be living on the bases and it would be GREAT to have a solid federal career at their installation! This resume format is clear and states the case of the military spouse, including specialized experience, qualifications required, KSAs, and core competencies required for the position.
We are recommending that military spouses add their PCS history to their federal resume. We believe that adding this experience will help the human resources specialist and manager understand the employment history – providing context to the frequent moves and locations.
Military spouses need quality careers that are portable. Federal / NAF positions on military bases are the BEST career a military spouse can have.
