If you want to get a higher grade, you will need to write your resume UP to the level of the new One Year Specialized Experience required in the announcement.
For instance, if you are current Human Resources Specialist, GS 9 and you want to apply for GS-11, then your resume needs to show this experience in your current GS 9 job block.

Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience researching and interpreting human resources laws, regulations, principles, and practices to provide advice, counsel and guidance to management on staffing and recruitment strategies, appointing authorities, position classification, or strategic workforce planning, and recommending solutions to problems within these serviced areas. Must have experience utilizing an automated personnel system to effect personnel actions.

UPDATES FOR OCCUPATIONAL SERIES CHANGE
You must translate your skills from one series to another to show the Specialized Experience Required.
If you are currently seeking to change your occupational series, you have to prepare your resume way ahead, because you will need to emphasize new skills and projects to target the new position and skills.
For instance, if you are currently a Human Resources Specialist, GS 9 and you would like to move into the Program Analyst, GS 11 job series, you will need to translate your HR skills into the Program Analyst skills:

This job is a GS 9/11, so you could possibly move LATERAL to the GS 9 to change your job series. Or maybe you do have enough Program Analyst experience as an HR person.
