Jennifer (Prater) Swider is a human resource professional, consultant, researcher and writer with more than 34 years of federal government experience providing expert guidance to federal, military and private sector applicants. She has extensive experience working with high-level military, senior executives, and political appointees. Jennifer coaches clients on the development of SES application packages, which are essential to subsequent selection, as well as the executive core qualification narrative statements necessary for certification by the Office of Personnel Management’s (OPM’s) Qualification Review Board (QRB). She has supported executive candidates across many fields, to include logistics, acquisition, financial, human resources, health care, and science & technology. In addition, she has provided support to military leaders transitioning to civil service positions.
At the culmination of her federal career, Jennifer served as the Chief of the Operations Division in the Department of the Army Civilian Senior Leader Management Office and the Assistant Director of the Executive and Political Personnel office with the Office of the Secretary of Defense. Leading both offices, she successfully transitioned through numerous Presidential Administrations, worked closely with other military departments and civilian agencies to develop policy, and provided comprehensive human resource services (e.g., compliance, classification, staffing, benefits, performance management, and development, etc.) to the executive and political leadership of the departments she served.
